OSHA

OSHA establishes a Regional Emphasis Program for the Oil and Gas Industry to reduce the lost workday and fatality rates in this industry in accordance with OSHA’s Mission to reduce the rate of workplace injuries and illnesses and fatalities through enforcement efforts. The Regional Emphasis Program (REP) purposes conducting inspections within the Oil and Gas industry. The employers to be targeted are in the Oil and Gas industry.

NIOSH

Companies in the Oil and Gas Extraction Industry operate and/or develop oil and gas fields as a part of upstream oil and gas activities, sometimes referred to as exploration and production. Such activities may include:

• Exploring for crude petroleum and natural gas;
• Drilling, completing, servicing and equipping wells;
• Operating separators, emulsion breakers, desilting equipment, and field gathering lines for crude petroleum and natural gas;
• Performing other activities in preparing oil and gas up to the point of shipment from the producing property.

IOSH

OHSAS 1800

OHSAS 1800 is an international occupational health and safety management system specification. It helps minimize risk to employees/etc; improve an existing OH&S management system; demonstrate diligence; gain assurance; etc.

ASEA (Mexico)

The National Agency for Industrial Safety and Environmental Protection of the Oil Sector, better known as Security Agency, Energy and Environment (ASEA), is an administrative body within the Ministry of Environment and Natural Resources, with technical autonomy and Management, in charge of regulating and supervising industrial safety, operational safety and environmental protection activities in the hydrocarbon sector. The Agency aims to regulate and supervise in industrial, operational safety and environmental protection, facilities and activities in the hydrocarbon sector, including dismantlement activities and abandonment of facilities and waste control.

The functions of the Agency affect the design, regulation and supervision of:

• Industrial safety and operational safety
• The decommissioning and abandonment of facilities
• Integral control of waste and emissions

SSPA (PEMEX Mexico)

System Safety, Health and Environmental Protection (SSPA) aims to achieve the goal of zero injuries, zero ethical or environmental incidents and zero labor disputes. SSPA determines the goals, objectives and indicators to assess the implementation and performance of the system of operational risk management of Petroleos Mexicanos and Subsidiary Entities, on Industrial Safety, Occupational Health and Environmental Protection.

NORSOK S-006 (Norwegian Oil and Gas Continental Shelf Competitive Position)

The NORSOK standards are developed by the Norwegian petroleum industry to ensure adequate safety, value adding and cost effectiveness for petroleum industry developments and operations. Furthermore, NORSOK standards are as far as possible intended to replace oil company specifications and serve as references in the authority’s regulations. The NORSOK standards are normally based on recognized international standards, adding the provisions deemed necessary to fill the broad needs of the Norwegian petroleum industry.

BOEM (Bureau of Ocean Energy Management)

BOEM promotes energy independence, environmental protection and economic development through responsible, science-based management of offshore conventional and renewable energy and marine mineral resources.

IBAMA (Brazilian Institute of Environment and Renewable Natural Resources)

IBAMA directs the improvement and governs the environment management process of Brazil. The main component is the Institutional Development (ID) of the environment agencies, focused on the following subcomponents: (a) environmental licensing, (b) environmental monitoring and (c) economic instrument for the environment management.

CNLOPB (Canada-Newfoundland & Labrador Offshore Petroleum Board)

CNLOPB is an independent, world class regulatory agency established in 1985 by the federal and provincial governments under the Atlantic Accord to oversee the offshore oil and gas industry in the Canada‐Newfoundland and Labrador Offshore Area.
